Jack,
i am not sure to well understand.

You say that we have to use a jpg file as module_icon, but it seems that 
the left navigator search after a .png file.

I looket at other modules and it's always a png file. not a jpeg.

And if you read mail of Daniel Pfeffer, he did some modifications to use 
png file in place of jpeg

When i commit the jpeg i received for translationfiles, icons hasn't changed
When i commit a png version, icon changed.

So, my conclusion is that at this moment, png is used and nobody 
complaint about that
