localisation modules on AU == localised installers ?

Hello all,

I have a question specifically for Maxym, about the RU
localisation module in the module catalogue.  Currently
on the main downloads page :

    http://www.netbeans.org/downloads/ide/index.html

we have both a Russian installer, and a link to the russian
localisation in the module catalogue.  Are these the same
thing ?  I mean is the localised content in the nbm module
already available in the localised installer ?

If yes, we should probably remove the link to the nbm from
this downloads page, as it might confuse users ...
