If you mean the web-browseable CVS viewer, for example at
http://www.netbeans.org/download/source_browse.html
it is some CGI called CVSWeb. AFAIK it is free and open
source (not sure), though I'm not sure where it's home is,
Googling will surely turn it up. It is bundled with SourceCast,
the application that hosts the netbeans.org site, though
in the next release of SC I believe it is replaced with
something called ViewCVS. Again don't know much about that
- perhaps the SourceCast site would have more info on them :
