Not sure it's the case.
If a http://${lang}.netbeans.org/articles/thesuperhowto.html exists, the
flag-insertion script may insert ${lang} flag into
http://www.netbeans.org/articles/thesuperhowto.html. Imho it's
implementable, and I hope that it's not much harder than looking up for
http://www.netbeans.org/articles/thesuperhowto_${lang}.html

Another problem is dealing with "granted" local sites, and page
translations, for which there'll be no such local site created.
