Excellent!  Maxym pointed out how to get started on the IDE itself;
If you're interested in translating web content, please see :

Currently the home page is translated into Chinese :

   http://www.netbeans.org/index_zh.html

But the other 4 "critical" pages listed on the localise.html page
above are not yet translated, so if you'd like to work on that
that would be great!
