Jack,
what I propose is the following:

When someone really want a $[lang].netbeans.org site, the first thing he has to do is the following:
send you (or commit somewhere else _in contrib, for example) a zip file with all contents of the $[lang] web site.
If the presentation, layout, minimum docs to translate, ... are there, then you create the $[lang].netbeans.org with the content of the zip file and you send a mail to the owner of the site.

What I would like to be sure that 
	1. program that run to create $[lang] KB summary files is ready
	2. program that run to create $[lang] RSS file is ready
