You're absolutely right - it is a known bug that the J2ME modules
do not appear.  In fact we are working on a complete overhaul of
the catalogue already :-)  That should hopefully happen within the
next few weeks.

In the meantime, the modules are linked from the home page - in the
right column there is "Popular Plugins" section, including "Mobility
plugins pack", which points to :

   http://www.netbeans.org/catalogue/mobility.html

which lists the modules you're after.
