    I think the first file was right.
    Let's have a look:   
                
http://testwww.netbeans.org/community/contribute/index.html (Actually 
this is the file you marked as localise.html, but, as you see, it is 
index.html. Is that what you've translated?)

                
http://testwww.netbeans.org/community/contribute/localise.html (on the 
other hand: this is  localise.html)
