Sorry for the confusion.  As you've found, en-US index.html is not an exact
copy of en-US welcome-template.html.  This is intentional - the welcome page
is intended to give new visitors a brief overview of what NB and nb.org is 
all about, in their native language.  The index.html page is not intended to
do that, it is more of a product/marketing page.  Since there is much less
localised content on the site than there is English, the single welcome
template tries to address many questions that the index page does not (other
En pages can do that).  Hope that makes sense.

This is an analytics related tag, and is not required on the welcome template.

True, and sorry this is confusing, but the pages are not meant to be 
identical.  Don't worry about those missing links.
