I'll start the translation of community/releases/69/cpp-setup-instructions.html to Spanish.

I have found some inaccuracies in the Web Content Translation Status, certain webpages whose status are translated but are not, I'll be using community/releases/69/index.html (document in need of update) as model to translate the content of the above mentioned html document.
