Description:
GeneralCacheAdministrator needs a refreshPeriod parameter to be passed in to retreive an entry from the cache.
ie: 
generalCacheAdministrator.getFromCache( cacheKey, myRefreshPeriod );

I think the refreshPeriod should be an optional parameter and a default refresh period should be read from the oscache.properties file if one is not supplied.

ie - The user should only need to supply:

generalCacheAdministrator.getFromCache( cacheKey );

Or am I missing something?
