Wouldn't this be the same as webwork's include tag, or perhaps even sitemesh's page:applyDecorator tag?

What's the difference between this and any normal include?

Description:
The ActionTag does not execute its view, so you cannot use them to create custom components on a web page. The ActionComponentTag would work like the ActionTag for finding and executing an Action, but would also execute the result of the Action, allowing it to render its view.
