I can't reproduce this. I've turned off my network connectivity and ran ant test, and the dtd seems to resolve correctly (without applying the patch)

Description:
I have intermittent net connection.  When my connection isn't up, I can't run OSWF because I can't find the DTD's to validate.  Attached is a dtd resolver that allows the dtd in com/opensymphony/workflow to be loaded up.
