We use OSUser in a production application - JIRA, so it is production 
ready.  There are a lot of places where it can be cleaned up, and the 
architecture as a whole probably needs some work, but it is a good 
solution to the problem it tries to solve.

As for being actively developed - there is no maintainer at present, but 
  it is being used, and we fix any major bugs that we come across.  You
