Retrieving an owner's existing workflow instance id?

I just configure my environment to run a "hello world" workflow. After going through the documentation and a lot of the code, I could not find a means of retrieving an owner's open workflow instances. I'm ultimately trying to build a "task list" based on "available actions" but this requires knowing the workflowinstance id. If the workflow is accomplished over multiple days/sessions how does one recover the workflow id in order to get available actions, current steps, execute actions, etc?
