Description:
When importing a workflow file into a workspace, the designer first opens an output stream to a file with the same name as the workflow file in the workspace directory, then opens an input stream from the workflow file, then copies the workflow file to the new file.

If the workflow file is already in the workspace directory, this results in the workflow file being truncated to 0 bytes.

There should be a check to ensure that the workflow file isn't overwritten.
