[Opensymphony-oscache] How to release a release candidate of OSCache?

Andres has begun to change the build process of OSCache (integrating IVY 
etc.). Since he is slammed to other things I'm trying to put out a 
release candidate of OSCache.

Can somebody support Andres to complete the build process or can I 
rollback the changes (build.properties and build.xml)?
Who has enough CVS rights to tag or branch in OSCache?
Who has rights to put the RC at 
https://oscache.dev.java.net/servlets/ProjectDocumentList ?
