Well, as soon as the bug is submitted to the SiteMesh Jira [1], you attach the patch, and then the 'poking-the-SM-commiters'-round starts. That one can take a while. Basically, it's up to those doing regular builds from the repository to test and verify the patch. As soon as one of the commiters agrees, the patch gets applied in the repository. After that, you'll either have to wait for a public release (in SM terms, this means, 'good luck'), or you'll have to create your own release by using the provided ant build script.
