I agree - I think we should not divert from the original rule of Pico core:
No mandatory dependencies outside the JDK itself.
Paranamer - be it shaded and therefore bundled or not - is still an external dep,
and as such it should be optional.
We could use the shade plugin to create an extra jar as attachment to the main jar with the bundled dep.
