Event reminders in SCARAB

Hi all, It is needed to have reminders for some events. For example, if an issue is assigned to a user and after five days the issue has not changed any state or attribute, an e-mail is send againg to the assigned user. Is that possible in SCARAB? I'm using 0.21 version.
