I reactivated the test instance some weeks ago, but I had to deactivate it, because the server was too weak to run the Selfhost, CruiseControl and the test instance at the same time.
Hussayn promised new hardware for this year. :) 
So when we have migrated to the new hardware, starting the test instance is a matter of seconds.
