I have added support for "default start page".

__How it was handled before__

# assume user x has published a query
# assume the admin has set the query as the "default query"

When user Y logs in the next time, he will see the published query
as the startpage. (remember: users currently can not select their start
page, only the admin can do that on a per module basis)

The probl;em: The problem: When the user logs in, the query has not yet been customized.
Hence only the issue Id is shown.


__How it is handled now__

# When user Y logs in, his startpage will be called as before.
# But Scarab now detects, if there was already a local customization for this user. If no customization was found, Scarab will create a copy of the originator's customization.
# From now on user Y has got the customization of user X.
# But user Y can now customize "his" own view as before.
