a) the import process was always marked as alpha/beta quality. so this issue shouldn't block any upcoming releases you'd like to make,
b) "The current pre-requirements for a successful import are that all of the modules, usernames, issue/artifact types, attributes, attribute options referenced in the XML file must already exist in the system. If they cannot be found, the import will fail."
I think this explains the problems describe in this issue, and possibly the current belief that import is broken?
i) i tried here to export this issue and import it again. it partially worked (you can see the results in SCB3104 - i have since marked it invalid), but it seems that it only processed the first "activity-set" so comments and personnel added in later activity-sets don't exist. odd that we now have three separate observed faulty behaviours for the import process. i'll setup scarab locally and debug...
c) "Importing can be done via the UI into a running scarab or via an ImportIssues ant task."
The latter is the functionality that Hussayn and myself raised when ant was removed. Hopefully it still works, or maybe an ant script can remain that is not for building but only contains this ImportIssues stuff?
