Date Field Not Changed, but says Changed

  I'm using Scarab b20 on postgres and for all my date type fields, it
detects a change when there is not. For example, the notification email will
read:

  XXXX changed from "2007110200000000" to "2007110200000000"

  Can anyone please tell me how to fix this? I upgraded to b21 and it didn't
have this problem, but I don't like many other things about b21. I just want
to fix this problem.
