Unable to import issues in XML format in UTF-8 and BIG5 export encoding

Dear All,
 
I tried the import and export function and figure out that
 
using export.encoding = UTF-8, I am able to export the XML with correct format for some issues recorded in Chinese Character .
 
but when I import the file into the system, the system was unable to identify the Chinese Characters and return a message indicating that 
 
the module or the attrubutes name are not existed.
 
Chinese characters in the module and attribute names become garbage characters in return.
 
I set the data export encoding to BIG5 and it still failed.
 
It seems that the import program was not able to import the file with is exported from scarab with charset coded in multiple bytes.
 
Ascii shall be ok, I guess.
 
What is the charset for issue  importing ?
 
Does anyone encounter the same problem ?
 
I use MySQL 5 and MySQL's default charset is utf8
 
The server is MS server 2003 
 
My browser default charset is BIG5
