Permissions in Scarab

Hello All,
 
I want our QA to test scarab before putting it in production. However, I am running into a small problem. I want them to have access to everything except the user management link. I tried to fix this by changing the permissions under 'Roles' > 'Role list' > select a role and then click on edit. But I can't achieve my task by changing the permissions on the roles.
 
Is it possible to have a role with all the permissions except "User Management" permission. Any kind of help would be appreciated.
