I fear you'll need a 1.x maven (every story has a beginning, as the say in
their site).
Migrating to Maven2 has probed to be quite an elusive task (I have a working
copy with some progress in some folder of my disk...)
You might as well use whatever tomcat you want to debug (just point Eclipse
to your CATALINA_HOME and little more...)

Or try Netbeans (no kidding, its maven support is awesome and you can start
Scarab in nearly no time, I still use Eclipse but my experience with
Netbeans and Scarab was great...)
