error executing ant create-db[scarab-0.21]

Hi,
   I just downloaded scarab-0.21 to my ubuntu box and tried to compile and
install it.
   There is no problem compiling scarab by ant.
   But when I executed ant create-db, the build failed and in the
velocity.log I found the following error message.
   ResourceManager : unable to find resource "VMglobal_library.vm" in any
resource loader. (there was another error message saying ResourceManager:
unable to find resource "sql/base/Control.vm" in any resource loader
afterward)
   I was wondering if anyone here can point out the reason why the build
failed. I have searched the internet but did't find anything helpful.
