Notification emails do not work except for self

Hi,

I set up Scarab for a program consisting of 5 projects. However, the notification emails are not getting generated except when the notification is checked to 'Self'. Even if all the activity types are checked for 'Enable' it will not notify me if another user did some activity change. We have no time to investigate and I am running out of time.Does anybody have a solution?

Additionally, I cannot add all the users in teh archive email as it will generate emails for every damn activity to all of them. Our users understandably want specific email generated only if the issue is relevant to them. We can identify relevance from a pool of strings but does Scarab give us the flexibility. If yes where.
