Proposal for a significant change in the personel section!

Hi;

I intend to replace the current system around personnel by something
different. Please tell me, if something is wrong with the following
approach:

Add WATCHMARKS:
==============
I want everybody to be allowed to set a WATCHMARK to any issue that they can
view. This checkmark should be decoupled from the personnel section and i
want to place it right into the left navigation bar, probably as an icon (a
small eye of course), but for the purists i will make this customizable, so
that you can have a text-only representation too ;-)

By adding this feature, IMHO the AssignedCC user attribute gets obsolete,
which is typically used (in the personnel section) to "checkmark" that one
wants to see all changes on the issue. I also want to make the list of
watchers only visible to specific roles (associate the visibility to a new
role permission!)

Workflow modifications
=================
In the personnel section i want to keep the user attributes to specify
"associations" to the issue. But i want to change the workflow a bit for
users, who are allowed to change the personnel as follows:

In the Association-column of the personnel list i want to directly render
selection boxes, which allow to change the association immediately with one
single click.

Constraints on user attributes
======================
I want to add a customizable constraint to the user attributes, which allows
to define, that a specific user attribute may only be added ONCE to an
issue, so that you can define, that only one person can be "assigned to" an
issue at a given time. Any attempt to assign someone else to the issue, will
remove the former entry (but keep or add the WATCHMARK for that person, see
above) The constraint shall be settable on module scope.

Quick Association Button
===================
I want to move the "quick association buttons" (QAB) down to the main
footer, so that i can decide to associate personnel at any tab of the issue.
Besides this i want to enhance the QAB as follows:

* I want to replace the [assign myself as] [userattribute list] by:

   [Assign] [personnel list] as [userattribute list]

where the personnel list contains all personnel potentially assignable to
this issue PLUS a default placeholder "myself". So if you do not touch the
popup list, the old behaviour is performed. i.e. "myself" gets associated
(or removed).

In order to make the personnel list feasible i want to add an intelligent
solution instead of simply  showing the whole list, which would be
tremendiously long on the selfhost ;-). The key idea is to only  show e.g.
the first 20 entries but as you type a name into the entry field the list
gets shrinked down  more and more until you can select the requested
personnel entry. Or just type in the name... BTW the  intelligent popup-list
also checks if the name is in the llist and warns about typos. We have
implemented such a popup-list using sciptaculous and i will reuse that
implementation here.

* The edit list button remains at its position in the personnel section for
more elaborate changes, like  mass insertion, mass remove, or commented 
changes.
