You need access to a mail server.
On the left nav in Scarab to to Admin-->Global data-->Application 
configuration.
Find the property: system.mail.host 
Set this to your mail server dns name.

The properties:  system.mail.smtp.user  &  system.mail.smtp.pwd 
are used if you have a secure mail server.

If you don't have a mail server, you'll need to set one up.

If you have a mail server on "localhost", check your firewall settings. 
Use telnet and see if you can connect to port 25.

I have installed Scarab-0.21, and follwed all the steps and also able to 
login with the Administrator user.
 
But it is giving the follwing error and failing to send mail to the user 
mail id. 
 
I have attached the error here
 
 
Alert! An Exception occured. The detailed message: 
"javax.mail.SendFailedException: Sending failed; nested exception is: 
class javax.mail.MessagingException: Could not connect to SMTP host: 
localhost, port: 25; nested exception is: java.net.SocketException: 
Permission denied: connect"
 
Hoping for a early help.
