I tried 4.1.16-LE-jdk14 and got the same thing I did with 4.1.18-LE-jdk14. I
had a few items in my CLASSPATH for junit and junitperf, but I cleared those
out and got the same results. I am using a fresh installation of Tomcat with
just the hacktest.war file copied to the webapps directory.

I tried a few different user agents and got the same results except for
wget:
IE: slash-o-rama
Netscape 4.7: slash-o-rama
Mozilla 1.0: slash-o-rama
curl: slash-o-rama
wget: normalized

I turned on the access log for Tomcat and tried all the user agents again
and it seems like wget does its own normalization before making the request.
I am curious what you get in your access log. How about turning it on and
seeing what requests are actually coming in.
