Summary: Generic procedure calls too slow

Initial Comment:
Calls to generic procedures are too slow, about 30
times slower than calls to SISC primitives, and about
10x slower than Scheme procedure calls.  This is
beginning to have an effect now, as our I/O primitives
are built over generic functions, making tight I/O
loops substantially slower.
