Summary: quasiquote doesn't handle circular lists

Initial Comment:
Quasiquote will go into a memory consuming infinite
loop when applied to a circular list.  This may be
acceptable, but it also does this even when a cdr is
not unquoted, which is probably a bug.

Example:
#0=`(1 . #0#)
