Since there's a feature request in the SISC bug database for this, and
since the request originated from a SISCweb user, I though I'd make a
small announcement here.

Both current branches of SISCweb CVS (rel-0-3-fix and rel-0-4-dev)
now initialize SISC with properties read from an optional file
WEB-INF/sisc.properties.

The code should be in CVS anon on SF.net in a few hours, but feel free
to tell me it ain't so.
