This is true.  I dont have any particular need of  this feature (it was=20
introduced as a way of dealing with state explosion) and changing the=20
base timer interval is a deviation from the SIP RFC therefore I am not=20
currently  supporting it in the RI. However, if you are willing to take=20
a stab at it and can have the TCK work at the end of the day, please=20
make the changes you wish and contribute back the changes (mail me the=20
changed files). I will take a look and consider including these changes=20
with the RI provided the TCK passes after the changes are made.
