Moving Monitor interfaces out of impl

Currently, in Pico-compatible components, the <Component>Monitor interface is part of impl. If one sees is a replacement for logging it could be justified. But as Paul noted Monitor is a much more generic interface which could be used also for purposes other than logging, so would deserve the "API" status. Any objections to moving the ThreadPoolMonitor and NetServeMonitor interfaces to API, while leaving the concrete classes in impl?
