It may be that but it is not part of the client API which is generally what we 
put in the api package. We could make it part of a SPI package which is 
essentially the API package for implementation but I dont think that one 
interface warrants a separate SPI package so I would be reluctent to do that. 

Is there any practical reason for doing this or are you just wanting to do it 
for design purposes.
