Peter,

Do you mind if I temporarily tweak the project.properties for
commons-configuration to download from
http://codehaus.org/~pdonald/spice/jars/ until the permenent location is set
up?  I want people to judge whether we should use the spice provider for
testing, and it's easier when it all works out of the box via Maven!
