A custom tag for separation would be fine too.  I was just going from the
perspective that John's words seemed to indicate that he didn't want the JavaDoc
  to contain both, because of the "spec" part of editing any text therein.

This is a benefit of the "participation age" with IDEs that actually participate
in the development cycle instead of impeding it :-)
