Connection constraints question

I noticed for the SSL/HTTPS endpoints there is some language that
indicates ConnectionRelativeTime and DelegationRelativeTime can be used
at the higher levels and that these should be converted to the
associated absolute time constraints for the use by the endpoints.

There is no such language for the Kerberos endpoints, is there a special
reason for? Given the fact the higher levels have to do this conversion
I assume everything works out fine when using Kerberos endpoints.
