vacation troubles

This may be the worst question yet and quite a bit OT so sorry but need help: I am trying to work a little on my holidays, my computer is connected via 3G. None of my "usual" network interfaces (cable or wireless) are connected so they dont have IP addresses. If I try to set an address manually nothing happens (do I have to plug in a cable to get the local network to accept an address?). I dont want to run anything remote or communicate, I just want my eth0 to have an IP address! Or is my thinking simply as flawed as my "understanding" of Windows XP?
