Taking a moment to rebut my earlier comments:

(1) in fact DebugDynamicPolicyProvider comes packaged in a stand-alone
format (or nearly so, requiring only jsk-debug-policy.jar and jsk-policy.jar),
and it's javadoc explains clearly how to do this

(2) DebugDynamicPolicyProvider is not really intended as a general purpose
security debugging tool; the javadoc states  explicitly that it's intended
to ease security policy generation.  It's log output is in the correct
format to include in security policy files.

DebugDynamicPolicyProvider still appears a little less convenient to set up
than the agent-based utility (sniff), but otherwise performs the same
function of helping build a security policy and already ships with the JSK.
