Well actually, what I've been able to reproduce is not the same
as what you're seeing.  I can cause an infinite sequence of
restart attempts, but the original activate remote call throws
an exception early as intended, and I don't see a buildup of
watchdog threads.  What JDK, OS, and HW are you using?  Is there
a test case that you could provide off-list that could readily
be run here?
