Can JTAPI do this?

Hi all:
I join a mobilephone project recently and now I have to develop an
application on mobilephone which includes following function:

* Control events of phone call(incoming call,outgoing call,missing...)
for example: Mobile phone has an incoming call,can I run another process
like creating a socket to connect to a server after ringing 3
times? Or, when the incoming call is failed(missing), I want to save Caller
ID and other information just like Call log in our mobile phone.

So, my question is if JTAPI can achieve this function?
If yes, what JTAPI Packages should I refer?

I do really appreciate if anybody can give me some replies.
