Message Waiting support

I can only find message waiting support at the Address level, but not at
the Terminal level (similar to Do Not Disturb).  Is this an omission?
In my particular implementation I have phone sets that provide message
waiting notifications for the phone set, without regard for a particular
Address, therefore the question.
