find an emulator to developpe a JTAPI Application

I'm asking if i can find an emulator wich can deploy the role of a PBX or
Cisco CallManager wich integrate JTAPI (can emulate calls handle
calls;forwarding calls...) to test some codes on it and make the
developpement more easy and test the code developped
