Any package for clickable map

This is what we want to do:

We have thousands of interest spots whose longitude
and lattitude are stored in the database. Maps of
different resolution, such as map of US, map of
California, and map of Los Angeles, are shown in
user's browser. Then some interesting points are shown
as clickable hot spot on these maps. Are there any
packages/components that come with these maps ( so we
do not have to generate them ourself manually) and
automatically create hot spot with the longitude and
lattitude we provide?

We orginally thought to create canned image maps at
different resolution ourself manually, but this is
tedious and none of us are good at map creation. After
creating image maps, we could use html layers to put
hot spot on them using tiny JPG images. But again, we
have to do longitude/lattitude to pixel conversion
ourself and we do not want to do it. So put it in
short, any canned solution that we could buy? Be it
java component or ActiveX component.
