Ignoring DTD

I'm using the java_xml_pack-summer-02's SAX Non-validating parser. If the parser can't find the dtd file specified in the xml file, a FileNotFound exception is thrown and parsing stops. I want the parser to ignore the
<!DOCTYPE> tag. How can I do that?
