Scrollbar test program

I took Ken's sample code and made a working program out of it.  As I
gather test programs I'll add them to my test suite.  On my 3487 and in
iSeries Access the scrollbar works fine.  I've never used scrollbars
before so I hope I didn't miss something important.  The source for the
scrollbar test program is at:
